I checked for you and the ribbon does seem to be responsive, just put it on width:100%
it worked for me...
also, like stagger suggested, use the absolute... i used the menu and put it absolute in header, and it worked without all the need of editing the z-index stuff.
but, i did found a bug, the fold of the ribbon will vanish, and nothing can bring it back... i think i will write this for themler team so they can check it out.
i hope you can now use at least one of the methods to achieve what you need...
