The Parallax extension works with background images only. Unfortunately it cannot be applied to video content.

Unfortunately those options are still not available. You can try to achieve them with some advanced solutions. Like to make the video in the background you need to put a container with the fixed position inside the template and add a video control inside. Send it back with the z-index property.
