Hi Claudiah, in themler you don't have light effects and masks, but you can work without them in most cases.
What you can do is bring a transparent texture frome here:
http://www.transparenttextures.com/
than you can go and style your area, and choose your color or gradient, and than add above it the transparent texture you wanted.. this is the closest i was able to get to this type of functionality, but to tell you the truth, in my opinion, you don't really need those effects now, because themler has a different approach than artisteer.... and you can sometimes accomplish it in different ways...
maybe themler will update their graphical editing options, but currently there are really good editing options for regular image editing...
and if you have any graphical element from a psd, you can always upload it to themler, and than put it's position to "abolute" on your element, and than you can drag and drop the graphic freely, just like in photoshop... so this is also a great method..
I hope i helped you to find your answer :)
