Hello,
I'd recommend that you consider using one of Joomla send email plugins, e.g.
https://extensions.joomla.org/extension/contacts-and-feedback/contact-forms/simple-email-form/
or any other found by Google. The form created via plugin does not require custom coding. While email form added in Themler requires custom code to send email.

In short, you need to create a server side action file where you should type what you want the form to do.
This is not easy task and it requires some skills.

The easiest solution is to use third-party extensions.

the point 5 from Step #1 is not set. I mean that form action is not set. Please re-check it and set the form's action. Also make sure that you've added the handler's code from Step #2.
