The anchor links can not work on any other page except the one where those anchors are present. So for the Blog page you can create a separate menu where you could include the full links to the anchors on the home page.

thats now done, actually i am using the same menu HOWEVER instead of #pagename it is now http://yourwebsite/#pagename. This seems to work.
