Hello,
Sorry but it looks like you have interpreted it wrong. According to our License Agreement, you are allowed to use the Images on websites (for you and your customers).
Please see a complete quotation:
BillionDigital hereby grants to you a non-exclusive, perpetual, worldwide, non-transferable sublicense to use, reproduce or display the Image the ways below:
1. On websites;
...
Please note paragraph 15 of Restrictions. So, if you create an individual template containing images from BillionPhotos, for a customer - it it OK. But it is not allowed, to offer it for distribution or sale to third parties (except for offering the themes on templates.themler.com). As far as I have understood, it is not your case, as you create websites and templates for individual clients.
