Yes, that option now is in the different place. In the Horizontal menu >> Extensions drop down you can find that option.

Following the tutorial indicated above, I think this tutorial is from a different version of the current one that we use.
In item 13 "Open Horizontal Menu >> Navigation Bar tab and enable the Smooth Scrolling option."
I did not find "Navigation Bar" and I could not process it.
