Create Page-side nav links

Hi there,

Is there a way I can create Page-side Nav-Links for a One Page design in Wordpress.

I created a similar effect using the Intense Shortcodes plugin, but I cannot seem to replicate using Themler.

With these, as I hover over them the anchor text is displayed.

Or is this something for the wishlist?
