No, such use of images is not allowed as described in restriction #15:

Use BillionDigital Images in a manner that competes with BillionDigital's business. This includes, but is not limited to displaying Images in any format (including thumbnails) for download on a website, offering BillionDigital Images for sale, or incorporating BillionDigital Images in templates of any nature, including templates for websites, social networking websites, documents, projects or otherwise for distribution and/or sale to third parties. This does not concern offering the themes with the Images for sale on BillionThemes website.

If I watermark the image so it is not usable to the purchaser and give your information so they can come an purchase the images, is that within your usage agreement?

Sorry for the delay in responding.
BillionPhotos images can be used in final downloadable templates only with watermarks, or should be removed from the templates.
For preview purposes in template previews, BillionPhotos images can be used without watermarks only on the template preview website.
