Hello Johny,
You use Wordpress, right? Actually, Header and Footer are shared areas and that is why they cannot be changes directly for different templates (except for the Header on Home template that can have different style, but looks like you are going to use not Home but other template for the mentioned page). But Header and Footer can be enabled/disabled for particular templates in the Insert tab >> Header and Footer. You may try to create a custom template for this page and then disable Header and Footer on this template. Then create sections or just containers with controls at the place of header and footer that will look like you wish.
