This page is quite simple. So I think yes, you can create something like this in Themler. It requires some skills in building webpages and understanding what page structure and page elements you need and how you're going to link page elements to existing CMS functionality (if you're working with CMS).

Awesome Olivia!, I am a web designer and build mostly wordpress, but I do not see how to make that menu at the top using themler. The icon is at the top of the button, themlr's icon&button doesn't do that right?

Are you going to make the same popups as on original website?

Themler itself does not have controls which create the same popup. Therefore in this case it is better to search for existing WP plugins which can create it or use custom html/css/js.

Unfortunately the last question is not quite clear to me.
Do you mean that you want to remove the distance between Section with Text and Section with 3 columns (with buttons)?
Could you please provide us with the marked screenshot that demonstrates what exactly you want to achieve.
