Hello

The "Apply Theme to CMS" option is available on Themler's cloud only.
If you're working with theme on your local or hosted CMS you should use "Save" and "Publish" options:

These options are almost the same. The difference is that Save does not minimize css and update theme thumbnail. This option is a bit faster than Publish.
