Themler WordPress plugin issue

Hi I have had some issues of late and im not sure where, can you throw me some advice please.

my old site had a header issues, you recommended i change it and i did. issues continued.
Now I know lots of people are not having the same issue, so im looking at my server provider ipage.

I installed a fresh install of wordpress on ipage server.
i made a header and footer with a blank container in the middle and uploaded it to ipage root wordpress folder.
i then installed the my theme.

i then tried to run semrush to audit the site, and the same issue of not being able to audit happened?
I installed yoast and it said it cant configure due to plugin issue?
only other plugin is themlar plug? very odd
i do have a ghost robot.txt file, its not in my wordpress install files but there seems to be residual text giving this message

User-agent: *
Disallow: /wp-admin/
Allow: /wp-admin/admin-ajax.php

So i cant see this robot text but the page exists. i placed a new robot file in my WP file install and it won't change.

Does anyone know what is going on.
How does a clean install of WP with just a themlar basic site and themlar plugin do this? or am I needing to look at something else?
