when I'm scrolling a page in mobile view on Joomla, I get white rectangle on bottom of page. This is happening only when I scroll page. Did you had problem like this?

This is quite old and know issue with fixed backgrounds.
If you change the background image Repeat parameter to "repeat" you will see the repeated image instead of white bar.
