If you purchase Themler Pro, you will get Artisteer Standard edition for free. You will get Artisteer even if you purchase Themler Business edition.
But, please, note that Artisteer Moodle plugin wasn't updated for a while and may have some issues, thus, I would recommend testing one of the free themes (Artisteer support can help you get a test file) before deciding to purchase. Unless, of course, Moodle is not the only export type you need.

Themler doesn't support creating themes for Moodle. Artisteer does: http://www.artisteer.com/?p=moodle_themes
It is allowed, to create individual websites for you or your clients without any limitations.
You may also resell or redistribute exported Artisteer templates, as long as you do not include Artisteer photo objects within you template (like the image objects from Header tab -> Image), as those photos are licensed from a 3rd party only for your own use or in your consulting work. You may re-distribute any other designs you create, including those with Artisteer header background photos (Header -> Background), glares, page backgrounds and other provided graphics, and your own photo objects. NOTE: The above restriction applies only to templates created for distribution. There are no restrictions on creating individual web designs and templates for yourself and your clients.
