Periodically I am getting this error when I try to open Themler. How can I make it stop. When it happens it doesn't allow me to open Themler.

Warning: require_once(/home3/nepboard/public_html/kapsinep.org/administrator/includes/toolbar.php): failed to open stream: No such file or directory in /home3/nepboard/public_html/kapsinep.org/templates/kapsinep_template/app/index.phpon line 25

The issue happens only with old templates. To avoid it, you need to update template with the latest Themler first and only then update Joomla to 3.9.
