I ran CCleaner to fix this issue on Windows 10 and it worked.. it was something hung in the registry

CCleaner registry cleaner you mean.
I ran yesterday "reghunter" and since then the windows program works again.
So I can confirm it most likely is an issue where some item in the registry created the problem.
