Somehow I dont think it should be decided by votes. All modern comments functions NEED pagination. It is in your interese people dont complain about slow Themler themes.
Each comment in WordPress is a "Post". Imagine what it does to database and server when it needs to query 200-300 hundreds of comments on one Post. And if visitors read news, new posts, database has to do this work for each viewed Post.
OK, not all websites has so many comments, and so many visitors clicking at the same time. But better you prevent it and sleep well.

This plugin still works for long comments list pagination. Just give us option to insert CMS code control right after comments list (and right before). Now we can insert it, but all comments in list get pagination beneath. If we take first available space for CMS block it ends outside comments loop and shows nothing. I mean somewhere where ordinary Themler pagination is.
