As I can see you're working with Themler Desktop. In this case all themes are stored on the local computer where you installed Themler. Therefore there is no syncing option.

Okay that is fine. Is there a location on the desktop were artx files are stored? Is there another type of file that I can backup in case I need to load it on another computer?

the Themler does not create and store .artx projects. The themes are stored in CMS format. All files are stored in the folder
C:\Users\All Users\Application Data\Themler\hd_data\themler\
