Dynamic changing url to subdirectory when scroll

Hello,

I have one question about making better SEO for my website. I found this page: https://www.plasticsunlimited.com/. As you can see, the url is changing all time when user is scrolling. It depends where user scrolled, for example when user sees section with id capabilities, the url changes to https://www.plasticsunlimited.com/capabilities.

Is it possbile to achieve this in Themler or Wordpress?

Currently I'm using anchor links, but it's not good for SEO. Better result would be dynamic changing URL. But I don't know how to accomplish it that way. One Page Design (user doesn't need to load another page) + URL is changing to subdirectory when scrolling up or down.
