Wordpress: How do i place the header UNDER the navigation?

Also how do I pull the title of the page into the header so that I can use that as a template instead of having to manually create a title for each of the pages?

Hello Mike,

Menu will be inside the header anyway, but it is possible to put a section with the menu on top on the section where the rest of the header content.

As for the title, you can't place it in header because this way you will get same title on every page. If you are adding content in WP, the title would show up automatically.
