Themler doesn't provide the functionality of the contact form, it only allows you to style the form itself:https://answers.themler.io/articles/71585/form

If you use CMS like Joomla, Wordpress, or else, you can use 3rd party plugins that provide contact form functionality.

If you create a simple HTML website, you can create such form manually following these steps https://answers.themler.io/articles/98863/simple-html-contact-form
