It's December 9, 2015 and I'm having the exact same issue.
I can switch to the TinyMCE editor and it works fine. JCE "was" working just fine until today. I'd been using it, editing and suddenly the scroll bar didn't work from top to bottom - only to just a bit longer than the visual size of the window. Any content below the visual window area was unavailable without using the down arrow key to force the screen to scroll.
When I switched to "Global Configuration > Formatting & Display > Reset Editor Styling > Yes", there are 2 scroll bars on the right and both are needed in order to go from top to bottom. Extremely annoying.
Also, the link to your "Answer" has been removed.
It's obvious this is something with Themler since I've never experienced this with Joomla in more than 7 years, and I found the issue only here in Themler...and I'm using a Themler template I'm trying to complete.
I even switched to TinyMCE, uninstalled JCE, then reinstalled to see if that would help....it did not. However, I did not close out my browser to clear any cache. I'll do that now, but I'm not hopeful.
