Unfortunately, we haven't tested or used those two products. Could you please specify what specifically you are looking for?
It is is online editor - then yes, Themler has online editor.

I want to put up a website who is able to edit files and make them downloadable in jpg , png or pdf for example
The editable files also needs some sort of protection in order to protect the design.
LIke its not possible to copy images
Think of wishing cards o.i.d

I don't think it would be possible to do with a theme designer only.
You would need to probably use some CMS like Wordpress or Joomla, find 3rd party plugin for downloadable files with the level of protection you need. Themler or Nicepage can only style pages and add readable content (for Wordpress and Joomla, including).
