Is there a way to create a border (top and bottom) on the widgetblocks like the attachment(sort of serrated edge)?

Hi,

There is no such direct option in the application. You can try to add the background image like that to your block or use the custom code. If you provide a link to your site and the link to the image that you will be using as the border, we'll try to provide a code for such an effect.
