Why is the hmenu position only on the home page?

I know I found a setting buried 20 feet deep somewhere to change this, but I have to ask WHY anyway? Is no menu on internal pages that common where you are? Why is this set up this way out of the box? It makes no sense.

Hi,

In the default template menu is placed within the Header control initially. Header control is shared on all the templates so the menu is also shown on every page. If you take the menu out of the header you will need to copy and share it on all other templates.
