I will offer Joomla web site development and will be nice if I can offer ready Themes to my customers as I am not designer .So I want to develop Joomla web sites using Themes and images from Billion Themes in my own web site.

"Yes, you may sell themes or websites containing images from BillionPhotos to individual customers. However, it is not allowed, to place these themes on third-party websites in order to offer them for reselling..."
and I am asking if I have my very own website where I can sell joomla themes,is my website counts as a "third-party website" where I am not allowed to sell themes created by themler?

Hi,
Any type of reselling is not allowed.
You can't resell Billion themes on your website, theme stocks, etc.
If you want to resell themes on your website you should create own themes from scratch and do not use Billion Photos.
