Layout Grid Setting for Sheet Width

Can someone explain the reasoning behind the Home > Settings > Layout Grid fields please.

I want to set the overall width on a desktop to around 1000, so I have set the Desktops and Laptops figure to 998px.
Whats the purpose of a setting for tablets if the desktop figure is more than the tablet figure? Is that only used if the whole website is to be less than 768px?

Web site will be 998px width - total width colums will be 998 , I take 960px always the width of desktop and laptop version has a nicer look ,
