How do I add a secondary navigation bar that will contact a custom WP Menu into an area along the top of the page above the main menu?

The next update will have Header and Footer areas that automatically share controls between Templates.

For now please use Paste and Share feature.
In the current version you can copy Menu on one template and paste and share on another template.
Paste and Share command is available in right-click menu and in the top Toolbar.

Do I have to do all these steps again for all the different page layouts? Is there an easy way to "Apply this to all layouts?"

Hello Tracy,
you may add second Horizontal Menu to your theme.
1. Add Horizontal Menu control and locate it where you want on the page. In your case you probably add Row with Columns control above the Header and then use Insert >> Navigation >> Horizontal Menu to add menu inside a column.
2. Note, that at this step you'll get two identical menus.
3. Apply theme to CSM and then open WP administration back end.
4. Open Appearance >> Menus and create new menu. Add necessary links to it. Under Menu Settings section select one of the "Primary Navigation" menu options:

5.Just in case open the menu that was used as Primary Navigation menu in WP and make sure that one of 'Primary Navigation' options is enabled for it.

6.Return to Themler and refresh content. You should see two different horizontal menus. E.g.:
