Save Drupal Theme to WordPress without Drupal add-on

There is a Drupal Theme called MBand that I would like to start with, the problem is it's currently only available for Drupal and I don't have the Drupal add-on. Is there a way to convert it to a WordPress theme?

No, there is no such possibility, to work on the WP theme you need to choose the WP theme initially.
