I can see that today's update has put both the Save and Publish icons back, do these do anything different now or do they both still save and publish the changes made?

Hello

In general both these options save theme. The difference is that Save do not optimize css and update theme thumbnail. As the result Saving is faster than Publishing.

But both options update basic theme used on the website front-end.
