Themler doesn't seem to do much if anything to theme web forms. (Artisteer does).

Is there anything that I'm missing or do I need to resort to theming it all manually on the the additional entries on the stylesheet?

We haven't seen such problems. Please provide more details. You mean some specific form or what?
Styles applied to the input fields, labels and buttons in the Design tab should affect forms.
