Gap issue in template

I am having an issue trying to get rid of a gap between the header area and the footer area. I have a photo with arrows pointing to the issue area. I cannot seem to get rid of that gap as you can see in the padding and margin area everything is set to zero. What can I do to get rid of that?

Section from Clipart. Set image options differently. Keeping aspect ratio makes this. You have to sacrifice some part of image.

That fix option must be for another scenario as even if I took the photo away as the background image of that column the gap issue was still there. I have attached the file into this post so it can be reviewed.
