Hello Jashi,
No, currently there is no control responsible for the Manufacturers list.
If you manually edit manufacturer-list.tpl generally it will not be overwritten after saving template. But as any other file, it can be changed while minor or major updates (if there are some changes that concern this specific file) and replaced on Themler update.
