The best is to use this :
Dont be attached to their namings, often they are wrong because it is not easy to explain things and put it in confined spaces.
Expand to bottom cannot be used for footer. Not in right way. You dont expand footer, you expand last block above. Using vh only will almost certainly give problems in some smartphones.
Click around tills Content & Sidebars tab shows. You have option there, and it is best possible way. Making it be compatible with all browsers, no need to experiment around.

This extension expands the wrapper of the post (area with shadow and white bg on your screenshot). Not the post itself because this is wrong. You can have a few posts on the page.
So, in your case it's better to add background and shadow to the "Content Column" (you can see it on your last screenshot).

I checked the page in FF, Chrome, IE Edge and IE 11 emulation mode. In all cases I see the footer
what is your IE version? Have you tried to open the page in IE from other computers?

With IE11 you see the footer only when you scroll down.
But with FF or Chrome you see the footer without having to scroll down...!

I'm checking the page at laptop and I have to scroll the page in all browsers to see the footer.
Different browsers are treating the 1 pixel in a bit different way, so the same page may look a bit different size. I believe that this is happen in your case.
