Header element absolute positions

I've been working with various header elements a lot in the last few days, and I don't understand why sometimes the 'Position' drop down displays the absolute position options differently for various elements, or the same element in different views. See my image for reference. What makes example 1 display that way for absolute position versus example 2, and what exactly do those 3 options for absolute position in example 1 mean?

Sometimes it I'll get the example 2 options, and sometimes example 1, and I don't understand why.

Hi,

For example, if the parent container of the Image+Text has a fixed height you see the "example 2". It allows to position Image+Text in the listed positions. If parent container does not have fixed height you cannot do it because in this case parent container collapses or its height depends on the elements with relative position. And you see "example 1" where only left, center and right positions are available. These positions do not need the height of the parent container.
