I apologize for delay in response.
Right now the Vertical Menu works as responsive in Phone mode only. I'll contact developers whether it is feature or bug and will let you know

You can see on image. Responsive is activated for phone mode but it doesnt switch to hamburger icon and responsive menu.
It is normal menu in all modes.

The Vertical Menu should not be displayed as hamburger menu in responsive mode. In responsive mode the vertical menu looks pretty close to desktop mode, but submenus open down. E.g.
This is the way how Vertical Menu works.
