Primary navigation menu

Hello, I am designing a theme for wordpress. I would like to do this:

"Create menu and specify it as Primary Navigation in WP Appearance >> Menus."

but this is what my wordpress says:

Edit Menus
Your theme does not natively support menus, but you can use them in sidebars by adding a “Custom Menu” widget on the Widgets screen.

Can you help me please?

Have you added the Horizontal Menu control within Themler while designing the theme?
If that does not help, please provide an access to the site back end.
