Mobile version without changing computerversion

I have a question about making mobile version of site. Is it possible to edit mobile version without changing anthing on computer version?

Some basic info about theme changing and saving
I change a lot directly on Themler server.
Download theme as Zip, overwrite old one on my localhost.
Some changes are there, some are never shown.
